PARISH COUNCIL BYLAWS
CHURCH OF THE IMMACULATE CONCEPTION
GLENVILLE, NEW YORK

ARTICLE I

Purposes

The Parish Council of the Church of the Immaculate Conception, Glenville, New York, has been formed pursuant to Canon 536 of the Code of Canon Law. That Canon provides that the Pastor of the Church shall preside over the Council and through the Council, the Christian faithful along with those who share in the pastoral care of the parish, give their help in fostering pastoral activity. The code provides that the Parish Council is consultative only and that the ultimate responsibility for parish activity rests with the Pastor alone. The Council members are to bring to the attention of the Council any matter they feel should receive pastoral attention and any suggestion communicated to them by a member of the parish.

ARTICLE II

Membership

Council membership is divided into three categories:

1. Permanent Members:

Pastor and those with pastoral responsibilities; i.e., Assistant Pastor, Deacon,

Co-ordinator of Faith Formation, Youth Minister, and the two (2) lay trustees of the parish corporation.

2. Organization Members:*

(a) Boy Scouts

(b) Knights of Columbus

(c) Music Ministry

(d) Rosary Society

(e) St. Vincent DePaul

(f) Youth Ministry

(g) Youth Representative

(h) Youth Representative

(I) Marriage Encounter

*These representatives will be the individuals designated by the organization represented.

3. At Large Representatives:

There are twelve (12) At Large Representatives, all of whom are appointed by the Pastor in consultation with the Permanent Members. These members are chosen in such a way as to give broad based geographical representation on the Council.

At Large Representatives are appointed for a three (3) year term and will continue to serve until replaced. To assure maximum parishioner participation, four (4) terms will end each year; therefore, requiring the selection of at least four (4) representatives.

ARTICLE III

Officers and Their Election

1. Officers:

(a). The officers of the Council shall be a President, a Vice President and a Secretary.

(b). Officers shall be elected at the annual meeting in June by a vote of the majority present at the meeting. Officers must be At Large Representatives and to be eligible for election as President, must have served as an At Large Representative for at least one(1) year.

(c) Officers shall assume their responsibilities following the close of the annual meeting in June and shall serve for a term of one (1) year or until replaced in a subsequent election.

2. Election:

(a). There shall be a three-person nominating committee, the chairman of which shall be the Pastor. The two remaining members shall be At Large Representatives chosen by the members of the Parish Council at the regular Council Meeting in April of each year.

(b). The nominating committee shall nominate one eligible person for each office and advise the Council of its nominees at the regular meeting in May. At that meeting, additional nominations may be made from the floor.

(c). Only those persons who have signified their consent to serve if elected shall be nominated for or elected to such office.

(d). All members, regardless of classification shall be entitled to one vote.

3. Vacancy:

In case of a vacancy in the office of the President, the Vice President shall assume that office for the unexpired term. A vacancy occurring in the office of Vice President or secretary shall be filled for the unexpired term by an eligible person chosen by the At Large Representatives at a regular meeting or a special meeting called for that purpose.

ARTICLE IV

Duties of Officers

1. The President, when present, shall preside at all meetings of the Parish Council, shall perform such other duties as may be prescribed in these Bylaws or assigned by the Parish Council and shall coordinate the work of the officers and committees in furtherance of the purposes of the Council.

2. The president shall serve in a ex officio capacity for one (1) additional year following the completion of his/her term as President. In this capacity, he/she shall provide advice and assistance to the newly elected President and to the Parish Council.

3. The Vice President shall act as aide to the President and shall perform the duties of the President in his or her absence or disability.

4. The Secretary shall record the minutes of all meetings of the Parish Council and shall perform such other duties as may be delegated by the Council.

 

ARTICLE V

Meetings

1. Regular meetings shall be held in the Parish Center in the Flicker Room at 7:30 p.m. on the first Tuesday of September, October, November, December, January, February, March , April and May.

2. The annual meeting shall be held at the Parish Center at 7:30 p.m. on the first Tuesday of June.

3. Special meetings may be called by the Pastor or the President.

4. Except for Special Meetings, notice of meeting and the agenda will be mailed to all members at least seven (7) days prior to the meeting.

ARTICLE VI

Standing and Special Committees

1. The Council may create such standing committees as it deems necessary to promote administration, education, prayer and worship and service and for each such committee shall designate a chairperson.

2. The power to create special committee and appoint their membership rests with the Council.

3. The Pastor, President, and the two (2) lay Trustees shall be ex-officio members of all committees except the nominating committee.

ARTICLE VII

These Bylaws may be amended, repealed or altered in whole or in part by a majority vote of the Council members at a regular or special meeting called for that purpose.
